Regulation of heated tobacco and snus in Macau is not likely to change in the near future. The current government is not planning any changes to the current ban nor will it be introducing regulation for nicotine pouches.
National regulatory framework
The Regime for prevention and control of tobacco use is the primary legislation for Macau. The latest amendment of the law was implemented in 2018 and specifically forbids the sales of e-cigarettes defined as "a product that makes it possible to inhale aerosol with or without nicotine through the mouthpiece, or the components of such a product, including cartridge, storage, and the device without cartridge or storage".
In March 2021, the Macau Ministry of Health told us that heated tobacco products, both hardware and consumables, fall under the definition of e-cigarettes.
